The University of Luxembourg aspires to be one of Europe’s most highly regarded universities with a distinctly international, multilingual and interdisciplinary character. She fosters the cross-fertilization of research and teaching, is relevant to her country, is known worldwide for her research and teaching in targeted areas, and becomes an innovative model for contemporary European Higher Education. Her core asset is her well connected world-class academic staff which will attract the most motivated, talented and creative students and young researchers who will learn to enjoy taking up challenges and develop into visionary thinkers able to shape society.

The University of Luxembourg (UL), a small-sized institution with an international reach, aims at excellence in research and education. In a reduced number of research fields identified by its successive strategic plans, its ambition is to be among the world's top universities. UL intends to be innovative, centred on research, primarily interested in the quality of the structure it offers to its students, its teachers and its researchers and attentive to the needs of the society around it. It contributes to turning out discerning and independent personalities with strong potential for action in research, innovation and in society.

Principles and objectives

In all of its operations, the University is rooted in and defends the following values which it shares with numerous other European universities: respect for human dignity, tolerance, respect for the identity and ideas of others, integrity, transparency, equality of opportunities, inclusion of people with specific needs, sustainable development, respect for Human Rights as well as for basic rights. In a land of migrations and in a context of integration, it strives for dialogue between civilisations, with the University serving society alongside of its missions in teaching and research.

In the  academic sphere , the UL is committed to the pursuit of truth, respect for academic freedom, autonomy and individual and collective responsibility. It encourages creativity in its teachers and researchers and supports them in acquiring new skills in an environment of mutual trust. It assists its students in becoming citizens open to the world and responsible actors in society. It keeps watch over the quality of life for its students and provides them with the opportunity of seeing studies and research as an experience for life. It favours innovative educational strategies that focus on learning.

In regard to university governance , it combines the principles of a process of strategic decision-making effective in allowing for the participation of the entire university community in the development of a joint project. It allows, in a time of rapid change, for flexible adaptation to society's progress.

The UL defines strategic positions of excellence in the chosen fields of research . It favours rapid deployment by means of innovation and work in networks with the best possible partners. It will create a limited number of centres of excellence in order to attain critical mass in research teams with international impact. Those centres of excellence are on the one hand based on already existing competencies and, on the other, on fields with a potential for innovative development.

The UL takes account of the presence in Luxembourg of several important  European institutions . It develops educational curricula and research that fits in with the logic of Luxembourg's role as a decision-making centre in European integration.

It aims to be a public forum of deliberation and interpretation for Luxembourg society and contributes to its social cohesion. It plays a mediating role in creating the world of higher education and research in Luxembourg. It relies on synergies with Luxembourg and international institutions and enterprises by setting up platforms open to those actors in the framework of elaborating and managing new programmes and new research.

The UL develops by trusting to the transforming power of ideas, human intelligence and research for the benefit of  competitiveness of Luxembourg's society and economy . It constitutes an important pillar in the national economic strategy and will be part of the resources for the Grand Duchy's economic diversification policy.

Curriculum comes in a variety of forms in relation to research. The UL specialises in fulltime courses at the second and third degree levels (master and doctorate). It offers bachelor's degrees in a limited number of disciplines as well as certain lifelong learning programmes. With the excellence of its curriculum and its research, it will be a focal point for elite students, teachers and researchers from all over the world.

The UL has made an  interdisciplinary approach one of the main features of its development strategy. It takes advantage of the potential of research in academic niches at the crossroads of different disciplines.

Another key element of this strategy is the culture of quality and regular quality control by means of internal and external quality evaluations in the spheres of teaching, research and technical, administrative and logistic services.

The mobility of students, teachers and researchers which promotes cultural openness is encouraged and constitutes an integral component of the University's strategy just like multilingualism . In these two fields, the UL intends to become a laboratory for the European university of the future.
